An upgrade keeps your files, apps, and settings while moving to a newer version of Windows while a clean install wipes everything and installs a fresh copy of Windows from scratch.
So most people upgrade because it’s easier, but a clean install usually gives better performance and fewer problems, especially on older PCs.
